John; One of the biggest problems I have with these carbs.(A/B/C/SA/SC), especially the old cast iron ones, is getting the jets out one one piece so the passages can be cleaned out. Most of the cast carbs have some rust buildup behind these jets and even though you may be able to soak in carb cleaner and blow air through, this rust can cause problems. Believe me Ive had problems with a few of my rebuilt units. I have gone so far as to bore out the old jets, clean the threads and use jets from other junk carbs. One option I have endorsed is to buy a brand new Zenith carb for your tractor. I believe they run about the same price as my rebuilds and you get a brand new unit. Of course these carbs are universal so if you wish to remain original then that is not the way to go. Hope this helps.
