It's not a prototype, and yes, I do suspect that the lights were added after. Starters could go bad quickly. Muffler hight was pretty standard for those days- longer exiast pipes on top were out there, but shorter mufflers were more common-you'll see the same length muffler on H and Ms of that era- great for getting exhaust fumes in the face.
