ih 504 brake shaft seal

Im looking for a brake shaft for a ih 504. Its the shaft that the brake and clutch peddles go on to. The one I have, i believe is worn because even though i put a new seal in the housing it still leaks hyd fluid. ((I need to know how the shaft comes out))? (Im new to this tractor but im learning) When I was replacing the one seal i had the clutch pedel off and it seemed like the shaft would slid right out of the housing. Is that true or is there something attached to the shaft? Thanks Joe
