Most likely the ammeter is wired up wrong - ie the wire from the regulator "BAT" terminal to the ammeter is connected to the wrong ammeter terminal. Verify by taking a voltage reading directly across the battery terminals with the engine running at speed. If you see 7.0 - 7.2 volt at the battery, then incorrect wiring is confirmed. To fix, find the wire running from the regulator BAT terminal to the ammeter and switch it to the other ammeter terminal. For safety, disconnect the battery ground cable while swapping the connection!
