You can make a good one with a piece of channel iron for the top, a Long bolt, and the right sized steel piece, cut to just fit over the bottom of the sleeve...
Tighten the bolt...the sleeve raises up..

Now, if you are talking about pulling Ford 9N Dry Sleeves, I think you can forget it...
They are "Sweat in", or "Shrunk in" using dry ice and are very tight...
