I just ran into the same thing with a M carb. I had the carburator apart at least 6 times trying to figure out why it was flooding. For some unknown reason, the float was catching on the carburator housing not allowing the needle valve to shut the fuel off. I bent the float out so it would not catch the housing. The flooding stopped and tractor has ran great since. I learned that after the carburator is assembled, turn it over a couple times and make sure you hear the float moving freely inside.
