IH 354 clutch problems

My brother in law has a IH 354 that he is unable to shift as long as the engine is running. It worked fine until he drove it into his garage and noticed that pushing on the clutch lever made no difference and he consequently hit the back wall. Sounds to me like the clutch throw-out bearing is frozen and needs adjusting or replacement or something. I guess my question is "is the clutch just mechanical like most or does it have some sort of slave cylinder system?" I don't have the tractor or manual present and have to comunicate with him by phone.
