I removed the GEN wire from the regulator, and the ammeter went to 0. I removed the regulator cover, and banged on the cover to loosen it. I didn't see anything burned, and the two relays inside were open. Put the cover back on, and reconnected the GEN wire, now the ammeter doesnt show any discharge. Don't know if that fixed it, but once I start the tractor, I'll see if it charges. Thanks for the help.
