If it is a 706 and everything works but the brakes there are two possibilities I am thinking you should check.First you said the fluid was millky,that would be water in the fluid.Has the temperatuer droped dramatically which whould cause this water to freeze up the valve or brake piston,and second all fluid to the brakes has to pass through a metered orfice which is located in the inlet fitting in the brake valve.If that orfice is pluged with dirt or metal your supply to the brakes would be shut off and you will have no power assist but you should still have manual brakes.
