The rubber ring and/or packing are for external leaks right at the stem of the shut off valve. You problem seems to be the valve not shutting off the flow of gasoline to the carburetor. Is this correct? If this is the case, your valve may be internally pitted or damaged, or may have a piece of crud jammed in it. Have you priced a new valve? While it may cost a few bucks to replace it,it's sure better than having fuel leak into the intake all the time.

The needle valve in your carb, should prevent this, but until you get the carb. fixed, you need a funcioning fuel shutoff. Even when you have the carb. tuned up so it doesn't run over, shutting the fuel off at the tank during periods of non-use is sure a good idea.
