The civilian Marksmanship Program sells them. It's a government entity.
My buddy got an IH M1.
I got a Springfield.
Later, he went on a tour of Dillon Reloading in AZ and some of the guys that work there used to work in the armory at the DCM (same place, old name)
They said that if someone used there Marine Corps ID they would look around for a nice rifle. IH , Rockola, etc.
