If it is just a little surrounding the drain plug then it is probably just the result of condensation. If you were to pull off the valve cover you would probably have some of the same coating on the inside of the valve cover. My C looked like that when I pulled the head off. A lot of this results in us running the tractors for a short period of time and not letting the motor get good and hot (warm). We just pamper them too much these days. If you were leaking much water from the cooling system it would probably turn all of your oil milky. Had an old pickup that did that. Not a fun thing to deal with.
