Hi guess I'm beating a dead horse, but I agree with the other replies, the needle is not setting right an or the float is sticking or my have a whole in it, there are several differnt carbs used on these tractor, so finding the right kit is a pain, If you can buy one already rebuilt.....BUT check with the auto supply store frist like NAPA before you buy form a Case IH dealer..I bought a carb there for around a $140.00 compare to case at $235.00 good Luck
