The purpose of sleeves, exactly, is to make it really easy to overhaul an engine to like-new condition. You can run pistons in the bores without sleeves just fine, pullers do it all the time. But when the engine is worn out again, you either throw away or pay a machine shop to put expensive sleeves in.
