international b275 timing

Can the injector pump be timed close enough using the timing marks on the pump gear? The engine noise seems to be excessive. I heard that a 19 to 1 compression ratio will be noisy, and the book says that could be from the timing. I set the timing at 21 and changed it to 19, but it didn't seem to change the noise. Anyone know something about it? I have the CAV inline injector pump.
