You could probably get by without sleeves if you get the right head gasket. The problem is if anything ever happens to one of the pistons/cylinders then you are left with boring the block and putting in oversized sleeves and pistons. Keep in mind also that the cylinder bores in the block may not be made of as hard of material as a liner and you could get pre-mature cylinder wear leading you back to boring the block. Why not do it right the first time and put in the liners? Just my $0.02 worth.
