You can if your multimeter will handle large amperage loads. Check it, as it isn't worth blowing the meter. Otherwise, you can get an indication by using a battery charger in series with a battery to the starter while the whole mess is sitting on your workbench. If it pegs the needle on the charger, the starter is just too hard to turn. A starter in good condition won't move the needle much past 2 amps while it's spinning like a top.

Those are my observations anyway. I had a similar problem, and cleaned the bushing and Bendix gear section, and installed new brushes. Worked like a champ.

Gnarled up Bendix gears can also slow it down when it contacts the ring gear. If that's the case on yours, a new gear assembly is on the order of 50 or 60 bucks. As these are old Delco units, it's easy to find a place that will work on them. I have a friend who got his motor rebuilt and a new gear intstalled for about 100 bucks -- which sounded like a good deal to me -- and gave him a very fast turning starter (people would think he was running a 12 volt system, but it was still 6).
