I removed outside wheel weights from a Case a while back. Some of the bolts were frozen in the holes and some were loose but all the nuts were rusted fast. I used an impact socket and 3/4 drive ratchet with a cheater bar.
The nuts broke off the frozen bolts without moving, and I used a big pipe wrench to hold the loose bolts untill the bolt twisted in half. A large punch knocked out the broken bolts.
Be sure to be out of the way BEFORE the weight drops off.
