I had the same problems as you have with a JD-B and I put turpentine on top of the oil I had in it and in 2 hours it came loose. That was after I pulled it with my other tractor and the wheels did the same thing as your are doing. Pull the plugs blow a little of the oil out and fill them with turpentine and let it sit for a day or so, then give it a try. I has always worked for me. hope this helps
