I doubt very much if the paint has anything to do with it. Those bolts are more than likely rusted solid, you will need either an air impact, or an oxy-acetylene torch, and heat the area around the bolt, you won't hurt the cast-iron wheel any. I encountered the same thing a few years ago, I thought penetrating oil and patience would solve the problem, but after about 3 weeks, I ran out of patience, and went for the torch. Problem solved.
