I assume you have access to the nut. If so, take a cold chisel and a good heavy hammer and cold chisel a good notch on one of the flats. This should breal the nut loose and expand the nut enought that you should be able to take a wrench and get it off. If the bolts are stuck in the holes after you get the nut off, then screw a nut half onto the end and then another bolt into that nut. Now you can use a good heavy hammer to knock the bolts loose without damage to the treads of the bolt.
