buzzing nose when key is turned

my super C hasnt run for about 17 years its been stored inside the battery is dead so i put a charger which can switch to a "run setting" when i do that and turn the key left it makes a buzzing noise then turns off, the lites work while it buzzes but when the buzz stops no lights work i took the battery cables off the terminals incase it was shoring in the battery (this was a 12 volt system with starter the starter didnt work so its disconnected and i have to crank)
