The transmission problem could be the tractor is locked in 2 gears. Many of the IH tractors of the 40's and 50's had that problem. I'm not sure if you can take the top off where the shifting lever sits on the transmisson but if you can you can pry the gear back into place. On the steering, do you have power steering or manual. Does the shaft coming out of the steering unit turn. If its manual steering, there is a screw that keeps the gears meshed inside the gear box and it affects the right sight. I'm not sure what it has if its power steering.
