The "thingy" you refer to is just a brace to hold the steering mechanism for the cultivaters. The paddle below that turns with the steering wheel. The cultivaters have a latch that hooks into that paddle so when you turn they move to compensate for the arc of the tractor, allowing the cultivaters to stay centered in the corn row even when going around a corner. That latch can be disconnected when the cultivaters are in the up/transport position. A really hi-tech design for the early 30s.
