You need to remove the fan belt first, the pulley on the water pump is adjustable, that is what tightens the fan belt. Loosen the set screw on this pulley, and then with a hammer and long punch, loosen the front half of this pulley, it is threaded onto a hub which is part of the rear half. If this has not been done in quite some time, you will have a tough time. If the fan belt is not very tight to start with, you may be able to just roll it off of the pulley, but watch your fingers. After you get the fan belt off, you should be able to work the alternator belt around the fan, and remove it.
