Mark I have a 154 lo-boy and a hilly yard. I think the pulleys you are refering are the ones that drive the pto (there is a very exspensive clutch pack that goes on the pto so be I would questioning why the belts are off). The 154 is a good mower if you keep up with the grass, if it gets ahead of you it will really struggle with hills and tall grass. Remember it is only about 12-13 hp and is cutting 60". I think the engine is the same as the farmall cub tractor. Hope this helps Brian.
