At the rpmyour ol 20 runs you could have extremely weak valve springs and never know it. It's just not critical at low rpm. Being timed a little too fast will cause it "overrun " itself, but, since oyu hand crank it, that shoul show up in a healthy kick when you crank it. My guess would be plug wires if someone put carbon wires on instead of copper, points set a fuz too wide or plugs misfiring at higher rpm. All of this is only a guess.
