I would be checking for oil leaking down from the valve cover or some other external source. If the spark plug isn't fouling then it is burning everything in the combustion chamber. If it is leaking out around the spark plug then you probably aren't going to see that high of compression. How does #4 compare to the others? Is the plug fouling? Is is smoking abnormally? Just a couple of thoughts.
