Yes, it can. Cut the small line (pressure line) and run the pump side to the inlet and connect the outlet side to the other piece of pip. The hydraulic pressure will flow through it. The only time your hydraulics won't work is if you hold the steering in a limit and make the relief valve work in the pump. I rigged one up on a Massey Harris 44 several years ago.
