This is a somewhat common problem on tractors that have been sitting for a while. The clutch plate has become rusted to the flywheel. Many times they aren't hard to break loose. In an OPEN area start it in first gear and drive it around holding the clutch pedal in. Hitting the brakes hard, and changing the engine speed a lot will help. The trick is to put as much stress as possible on it in the hopes of breaking it loose. I have done two this way, and both clutches are still in the tractor and work well now that they have been unstuck.
