In MOST cases, when the block froze and cracked where you describe it also cracked the head. If it didn't crack the head and you put water in the block and see that it's not leaking past the O rings into the crankcase you can put the head back on without any worries. The head seals around the tops of the sleeves. When these tractors came out antifreeze was $7.50 per gallong and a days pay was $5.00. There were a lot of cracked blocks during that era.
