Generator Super A

I've been having charging problems on my super A. I put a volt meter the Bat. side of my voltage regulator and it showed approximately 6.5 volts. The gauge however is showing no charge. I know the gauge works cause when I put the lights on I see the draw. I took the generator off, looked at the brushes, they "appear" fine, looks of meat, all touch with the spring force, the rotar looked clean as well. Suggestions ?
