I assume that you're doing this by hand with hand tools and that the tires are the same size. Sounds like the bead opposite the last 1/4 is not collapsed beyond the bead ring on the rim. It can also make a difference if the bottom bead (other half of the tire) has seated on the opposite side of the rim. Collapse it up off of the bead ring on it's side of the rim too. Doesn't seem like much, but it can make all of the difference.
