Dave, sounds like you mean the access cover to the flywheel? If so, that's probably a cracked block, sorry!!
You'll have to split the tractor to find out. If it's cracked they can be welded.
First check around under the gas tank and around the outside of everything for signs of the leak. The head is above the clutch housing so if it's the head gasket it will be visible.
