140 Starter trouble?

Does anyone know the best way to test the starter on a 140? It has a new battery, but the starter won't turn. My uncle even hit it with a reversed 12 volt jump. It started a couple of times; since then 12 volts will only turn it once every two or three seconds. The starter switch appears to be worn uqite a bit. Could this cause the problem? I am new to tractors, and any help is appreciated.
