John, There is a surge stop adjustment on the governor that you should adjust. I just started up my "B" after a complete rebuild including the governor. I started it up and it really surged. The adjustment is on the bottom of the governor. You take off the cap nut and there is a screw adjustment inside. It is trial and error as you should screw it in a little at a time each time restarting the engine and checking for surging. It is too close to the fan (I feel) to adjust with the engine running. I was amazed as I just adjusted mine a couple times and the surging stopped completely. Roger
