Muriatic acid is hydrochloric acid which has been cut with water, use the muriatic acid full strength.
The muriatic acid will disolve all rust and scale, and will rinse clean with water.
The tanks I have cleaned using this method were so gunked up that no fuel would flow into the sediment bowl, so could not clean them the way you describe.
