Rich The valves in the belly pump are ball valves and they can get groves in them over time and then they don't set good and leak. some people think the pressure relief can cause this but it can't because once the oil get past the left valve the relief is out of the system. There are to valves one for the fast drop and one for delaid drop if one has cultivator behind rear wheels you should look at both.
