PLID,I have the same problem with my 424, although more like 10-15 sec to lift or dump. I am also getting a whine from the hydraulics, maybe from the relief valve--so I am told. I had the supply to the loader hooked up to the line that goes to the power steering at first, and the loader worked great(fast), but I had no power steering. So we are living with the slower speed and the noise. Are you using half inch hoses? Volume is speed in the hydr system.
