I assume you mean a neoprene-tipped float valve seat. Bent floats are a major cause of needles sticking. I don't think I've ever identified a soft-tipped needle as the problem. If one of the floats is too close to the reservoir wall it will hang up until you bang on the carburetor. They can be a bear to get straight. Also, the float should move freely on the shaft with the needle in place. I have had a rough spot on the top of the float hang up on the needle.
