Kevin, Take a real good look at both ends of both battery cables. make sure there is no corrosion. make sure you have agood ground also. I have a Super H that had 1 of the 2 bolts that hold the bendix spring on the shaft strip causing the starter to lock up. anyway, to check your starter, pull it off the tractor, use a set of jumper cables and hook the neg. to the terminal on the starter and touch the pos. to the starter case the starter should spin freely.Just make sure you don't ground the case first and then touch the neg.terminal because you might melt the threads on the terminal. If the starter checks o.k. by doing this I would suspect the battery cables or ground.Hope this helps and good luck
