You may have a bad starter drive (bendix) that is hanging up, or bad teeth on your flywheel ring gear, or both. Rather common on these machines, actually. When you move or rock the tractor, it un-jams the gears. (Engines have 2 or 3 or 4 favorite places to some to rest when shut off, depending on the number of cylinders, and these areas of the ring gear get more wear.)
