Farmall H Weak spark from magneto

I am trying to get a 1940 H started after it has sat for 4 years. I checked the oil and coolant all normal. Oil was new when stored. I can't get it to fire. When we check spark off the coil we get weak spark and we dont get any at the plugs. The mag sounds like its snapping like it should when we crank the engine slowly. I was told that the mag could have rust on he weights in it. Can I just take the coil off the top of the mag or do I have to completely remove mag assembly to clean it . If so Should I have the engine at #1 tdc for timing ? I read the manual and it says IH dealer should disassemble mag?
