H Governor Rebuild ?

My H recently started surging,sometimes at idle
and now even at half throttle.I went ahead and
adjusted it per the manual,and still acts the
same way.I even thought maybe something was
binding inside the tube from the carb.to governor
housing,seems to be fine.Is there a rebuild kit
for this,or what am I missing here?
