How hard should it be to pull a Farmall H thrott

I had my carb. and governor rebuilt. I was told my governor has a rocket spring in it. I installed them on the tractor and set them up according to the IT manual. I noticed my throttle is a little hard to pull, especially on the last few notches. It isn't that I have to put a cheeter bar on it but I am not sure how hard it should be to pull? Could this be because of thr rocket springs? Every notch does affect engine speed (up or down depending which way I move it) and I am able to go from low idle (mag almost clicking) to fast idle and everything in between just fine, just wondering how hard is too hard? I believe the governor is origional, I know that it hasn't been changed in the last 50 years we owned the H. It is a 48 or 49 . Thanks.
