in the steering housing there is a worm gear(part of the long steering shaft) and a "fan" gear that points straight down. 4 out of the 5 super a's that i have had in the past had the loose steering problem. and the cause on all of them other than the obvious bad ball joints was the roller bearing on top of the fan gear shaft. it for me was a very hard job to fix. the whole front, axles and all. but end result was a decent steering tractor.
