T6 clutches

I am posting for a neighbor. He has a T6 gas and spent a lot of money fixing up the steering clutches. They always get stuck and they do not release over the winter. Last year he even held the levers in released position with a 2x4. Can you give us some tips on how to get them to release and prevent the problem in the future? Thanks Nick
