Water pump

This may sound like a stupid question. I am attempting to replace the packing on a water pump for a Farmall 400. I have put one piece of packing behind the brass-packing nut and now the nut will not tighten down enough to allow the bolt through on the driver. What am I doing wrong?
Removal of the brass-packing nut reveals what appears to be a bushing but no packing---at least not any packing that resembles what I have from the IH dealer.
