Super A hydraulics

My Super A front and rear lifts pulse up and down
with the engine running, they will stay down when plowing but when I pick the plows up it starts back and also when I first crank it the lift controls seem to want to go down by themselves. I have checked the hydraulic fluid and it is full. Can anyone tell me whats going on? Thanks
