hydro 70---hydrolics

i have a hydro 70 it looses its hydrolics when the front is up hill .. just changed fluids and filters . had hyd pumps checked all is good . hydrolics work a lot better when i run the fluid level over full a couple of gallons . it seems to be sucking air some where ..anyone with any ideals on what is wrong ..
